Yes. The link must not have a 'nofollow' or any other link-devaluing attribute. It must be on a page with minimum page rank of 2. The page must receive at least some real traffic.

You could, but I we wouldn't recommend it! We're implementing numerous algorithms to detect multiple accounts, and you'll be banned when caught.
